Eye-Catching Ultimatum to Turkey
Uganda’s army chief, Muhoozi Kainerugaba, has ignited a diplomatic crisis by demanding $1 billion from Turkey and asserting that he wants "the most beautiful woman" in the country as part of his ultimatum. Kainerugaba warned that failure to meet these conditions could lead to severe diplomatic repercussions.
Military Contributions and Security Demands
In a series of now-viral posts on social media platform X, Kainerugaba stated that the proposed payment is intended as a "security dividend" for Uganda’s military involvement in Somalia, where Ugandan forces have participated in African Union operations against the Islamist militant group Al-Shabab.
Threat of Severing Diplomatic Relations
Kainerugaba explicitly threatened to cut diplomatic ties with Turkey if his demands were not met within 30 days. He suggested that this could result in the closure of Turkey’s embassy in Kampala and restrictions on Turkish Airlines, stating, “For Turkey, it’s a really simple deal… Either they pay us or I close their embassy here.”
Accusations Against Ankara
The general accused Turkey of profiting from infrastructure projects in Mogadishu while Uganda shoulders the security burden in combating militants. Kainerugaba described the bilateral relationship as "serious" and cautioned Ugandans against traveling to Turkey for their own safety.
Support for Israel and Previous Controversies
In the same posts, Kainerugaba expressed his willingness to deploy 100,000 Ugandan soldiers to Israel to protect the Holy Land. His previous public statements have also attracted controversy, such as his 2022 proposal of offering 100 Ankole cows to Italy in exchange for marriage to Prime Minister Giorgia Meloni, which led to an apology from his father, President Yoweri Museveni.

As of now, there has been no official response from Turkish or Somali authorities regarding Kainerugaba’s statements. Additionally, Ugandan officials have yet to clarify whether these remarks represent official government policy or Kainerugaba’s personal views.
