New Delhi: The Union Home Ministry has officially announced the timeline for the first phase of Census 2027, which includes housing and houselisting operations. This phase will take place over a 30-day period specified by each state or Union Territory, set to occur between April 1 and September 30.
Legal Framework and Self-Enumeration Option
This notification is made under Sections 3 and 17A of the Census Act, 1948, in conjunction with Sections 6A and 6D of the Census Rules, 1990. The Centre also superseded the previous notification from January 7, 2020. As part of the Census 2027 process, self-enumeration will be available, which is planned to occur in a 15-day window right before the house-to-house houselisting operations begin.
Digital Implementation of the Census
The release of this timeline marks the beginning of what was traditionally a decennial exercise. The Census will now be conducted in two phases: houselisting and housing census, followed by population enumeration between April 1, 2026, and February 28, 2027, with March 1, 2027, as the reference date.
Financial and Operational Aspects
On December 12 of last year, the Union Cabinet, led by Prime Minister Modi, approved financing for the Census of India 2027, with a budget set at ₹11,718.2 crores. Notably, this census will include data on caste identity.
Extensive Field Operations
Approximately 30 lakh field functionaries will participate in this extensive endeavor, which is recognized as the largest administrative and statistical exercise globally. For the first time, the Census will utilize a mobile application for data collection alongside a central portal for monitoring, aimed at enhancing the quality of the data gathered.
Improved Data Dissemination
The government has promised more efficient dissemination of Census data, emphasizing user-friendliness. The new approach will enable instant access to essential information, facilitating data-driven policymaking.
Census-as-a-Service (CaaS) Model
The Census will adopt a Census-as-a-Service (CaaS) model, delivering data to various ministries in a clean, machine-readable format that is actionable.
Household Visits and Enumerator Roles
The Census process will involve visiting every household and collecting specific questionnaires for the houselisting, housing census, and population enumeration phases. Enumerators, typically government teachers designated by state governments, will conduct fieldwork alongside their regular responsibilities.
Real-Time Monitoring and Security Measures
A dedicated Census Management & Monitoring System (CMMS) portal has been established for real-time management and monitoring of the entire Census process. Additionally, the public will have the option to self-enumerate using the Census app or portal during the 15-day period before the start of the 30-day houselisting phase in their respective state or Union Territory, all while ensuring appropriate security features are in place for this digital initiative.
