China Establishes New County to Curb Uyghur Infiltration

China has recently announced the creation of a new county in its Xinjiang region, strategically located near Pakistan-occupied Kashmir (PoK) and the Afghanistan border. This move comes amid heightened tensions with India over contested territories, particularly in the Ladakh region.

Introduction of Cenling County

On March 26, the Xinjiang Uyghur Autonomous Region government revealed the establishment of Cenling county, which will be administered by the Kashgar prefecture. The new administrative unit is located near the Karakoram mountain range, enhancing its geopolitical significance.

Strategic Implications of the New County

Cenling marks the third county established by China in Xinjiang within just over a year. Previously, India had lodged protests against Beijing regarding the creation of Hean and Hekang counties, claiming that parts of these areas fall within India’s Union Territory of Ladakh.

Hean county encompasses much of the disputed Aksai Chin plateau, an area that India claims as part of Ladakh. This region has been under Chinese control since the Sino-Indian War in 1962, and it remains a critical point of contention between the two nations.

Kashgar, the city set to administer Cenling, is a historic center on the ancient Silk Road and serves as a vital link between China and South and Central Asia. It also serves as the starting point of the China-Pakistan Economic Corridor (CPEC), a project India has consistently opposed due to concerns about sovereignty over PoK.

Although specifics about Cenling’s administrative boundaries have yet to be disclosed, its geographical proximity to sensitive areas raises concerns. Lin Minwang, a professor at the Institute of International Studies at Fudan University, stated that the establishment of Cenling reflects China’s recognition of the strategic importance of this border region. The new county is geographically linked to Afghanistan’s narrow Wakhan Corridor, which separates Tajikistan and PoK. This corridor has previously been flagged by China as a potential route for Uyghur militants from Afghanistan entering Xinjiang.

Yun Sun, a senior fellow at the Stimson Centre, noted that the establishment of this new county is aimed at improving local governance. She pointed out that such actions help stabilize the region, which is often prone to ethnic tensions and risks from foreign militants.
