Chouhan Defends the New Employment Bill: A Step Forward or Misleading?

Union Agriculture Minister Shivraj Singh Chouhan recently defended the government’s controversial decision to replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) with the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill. Enhancing Rural Employment Rights

Chouhan emphasized that the new law does not weaken but rather strengthens the legal right to rural employment. He argued, “Once again, a conspiracy is afoot to mislead the nation in the name of MGNREGA. Misinformation is being spread, whereas the truth is that Viksit Bharat: Jai Ram Ji Yojana is the next step forward for MGNREGA.”

Increased Employment Guarantee

A significant highlight of the new bill is the increase in the guaranteed employment days from 100 to 125. Chouhan declared, “Brother Workers, now it’s not 100, but a legal guarantee of 125 days of work.”

Reinforced Worker Protections

The minister noted that the new framework comes with reinforced safeguards for laborers. He explained, “Provisions for unemployment allowance in case work isn’t provided have been further strengthened. If wages are delayed, there’s also a provision for additional payment.” This indicates a commitment to securing worker rights even in challenging circumstances.

Substantial Financial Backing

In terms of funding, Chouhan announced a proposed allocation of over Rs 1,51,282 crore for the scheme in the current fiscal year. This ambitious financial backing aims to ensure ample resources for employment opportunities and spur the all-round development of villages.

Goals for Rural Development

Chouhan outlined a broader vision for rural development tied to the new legislation. He stated, “For a developed India, we shall undertake water conservation, village infrastructure projects, livelihood activities, and disaster prevention measures to build self-reliant and poverty-free villages.”

Support for Farmers

Addressing farmer concerns, Chouhan assured that provisions are in place to support small farmers during agricultural work. He expressed his commitment to ensuring that the additional employment guarantee does not create hurdles for farmers.

A Pro-Poor Legislation?

The minister described the law as being "in favor of the poor" and integral to the resolution of creating developed villages, reiterating, “This law provides a complete guarantee of employment to workers.”

Opposition and Controversy

Chouhan’s remarks come amidst fierce protests from the opposition, particularly led by the Congress party. Critics accuse the government of dismantling MGNREGA and removing Mahatma Gandhi’s name from the legislation without adequate consultation. Despite these protests, Parliament successfully passed the VB-G RAM G Bill on December 18, amid significant disruptions.
