Violent Protests Erupt in Assam Over Illegal Settlements

Background of the Protests

In Guwahati, Assam, tribal protests against illegal non-tribal settlements have escalated, resulting in the tragic deaths of two individuals. The unrest is rooted in long-standing tensions surrounding land rights and protections under the Sixth Schedule of the Indian Constitution, which aims to safeguard the interests of indigenous communities.

Clashes and Casualties

The situation turned violent on Tuesday when crowds, armed with bows, arrows, and crude bombs, clashed with security forces in West Karbi Anglong. Assam’s Director General of Police (DGP) Harmeet Singh reported that 48 police personnel were injured during the attacks. Tragically, one tribal protester lost his life due to police action, while a non-tribal man perished in a fire that destroyed several shops in Kheroni, a small trading hub at the center of the turmoil.

Government Response and Internet Suspension

In an attempt to prevent further escalation, the administration suspended mobile internet services indefinitely in West Karbi Anglong and the adjacent Karbi Anglong district. However, voice calls and fixed-line broadband remained operational, ensuring some means of communication.

The Sixth Schedule Protections

The conflict stems from ongoing protests by local residents against encroachments by non-tribal settlers on Professional Grazing Reserve (PGR) and Village Grazing Reserve (VGR) lands. For over a year, the community has demanded the eviction of these settlers to protect their traditional rights.

Intensification of Tensions

Tensions sharply escalated after members of the Karbi community initiated a hunger strike on December 6. The situation intensified when police transferred some hunger strikers to Gauhati Medical College and Hospital due to health concerns, a decision that was reportedly misunderstood by protesters.

State Government’s Mediation Efforts

State cabinet minister Ranoj Pegu met with protesters in Kheroni and indicated that discussions would be held on December 26 with representatives from the state government and the Karbi Anglong Autonomous Council (KAAC). Pegu assured the community that the government was committed to addressing land rights and other tribal-related issues, aiming for a peaceful resolution.

Ongoing Violence and Investigations

Despite the government’s attempts to mediate, violence persisted throughout the day, with shops and markets being set ablaze. In response, law enforcement formed a Special Investigation Team (SIT) to review video evidence and identify the attackers involved in the unrest.

A Call for Restraint

DGP Harmeet Singh characterized the protests as a coordinated attack and highlighted the violent tactics employed by some protestors, including the use of gas cylinders to ignite fires. He urged the community to guide their youth away from violence, emphasizing that peaceful dialogue is the only way forward.

Chief Minister’s Assurance

Assam Chief Minister Himanta Biswa Sarma took to social media to express his condolences for the lives lost during the unrest. He announced the deployment of additional forces to Kheroni to stabilize the situation and promised ongoing support for affected families.
