    Government Plans to Universalize Facial Authentication for Nutritional Programs

    Introduction to Facial Recognition in Nutritional Aid

    In a significant move to ensure better delivery of nutritional assistance, the Ministry of Women and Child Development (WCD) of India is gearing up to extend the use of the Facial Recognition System (FRS) in supplementary nutrition programs. This initiative initially targets beneficiaries of anganwadis receiving ‘take home rations’ (THR) and aims to include hot cooked meals for children visiting these centers.

    How Facial Recognition Works in Nutritional Programs

    The integration of FRS involves taking photos of beneficiaries and conducting e-KYC based on the Aadhaar system during their registration process. Notably, for children, the registration is carried out by a parent or guardian, as Bal-Aadhaar (for ages 0-5 years) does not include biometric data. During the distribution of THR, a new photograph is captured and matched with the existing verified image in the system.

    Current Status of e-KYC and THR Delivery

    As of December 31, 2025, among the 4.73 crore beneficiaries eligible for THR, 4.51 crore—covering 91.38%—have completed their e-KYC and facial matching process. In December alone, 2.79 crore (52.68%) eligible beneficiaries accessed THR using FRS.

    Mandating FRS for Effective Tracking

    The WCD made FRS-based verification compulsory for existing beneficiaries as of July 1 last year. Additionally, the ministry informed states that FRS would also be implemented for new beneficiaries registering under the supplementary nutrition program from August 1 last year.

    Aadhaar Verification and Biometric Initiatives

    WCD Minister Annapurna Devi recently announced that nearly 99% of beneficiaries registered on the Poshan Tracker have undergone Aadhaar verification. Furthermore, mandatory biometric verification through facial authentication has been in place for all new enrollments under the Pradhan Mantri Matru Vandana Yojana since May last year.

    Plans for Further Implementation of FRS

    Anil Malik, WCD Secretary, stated, “To ensure that actual genuine beneficiaries get the benefits, we are planning to universalize Facial Recognition System-based verification and will extend it to hot cooked meals at anganwadis. We have collected data and are working on implementing FRS across the entire supplementary nutrition program (THR and HCM).”

    Overview of the Supplementary Nutrition Programme (SNP)

    The Supplementary Nutrition Programme aims to tackle nutritional deficits among children under six years of age, as well as pregnant and lactating women and adolescent girls. It provides nutritional assistance through two primary modalities: Hot-Cooked Meals and Take-Home Rations (THR), available in both raw ingredients and pre-cooked packets.

    Criticism of FRS-Based Verification

    The mandatory implementation of FRS-based verification has drawn criticism from anganwadi unions and civil society organizations. Concerns have been raised about the potential exclusion of many genuine beneficiaries from these crucial nutritional programs.
