Key Suspects Apprehended

The police have arrested Abdullah (alias Abu Hurrera, Ahmed) from Kasur, Punjab, who infiltrated J&K via Gurez in 2010, and Mohd Usman (alias Khubaib) from Lahore, who crossed over into Baramulla in 2017. They were detained in Malerkotla, Punjab, based on intelligence inputs, and their interrogation has opened up leads into their extensive OGW networks.

Expansion of the Network

Hurrera had been developing his OGW network in south Kashmir for 16 years, while Usman had established his connections in Baramulla since 2017. Their collaboration is reported to have begun in 2023, with plans to extend their operations to towns in Haryana and Rajasthan—specifically targeting areas with a high concentration of seminaries suspected of having links to LeT.

Criminal Activities and Goals

Both suspects are classified as A-plus category terrorists and have been instrumental in managing around 40 foreign terrorists in J&K over the years. Their activities included travels to Nuh and Mewat via Delhi, aiming to set up hideouts for LeT terrorists outside J&K while facilitating their exit from India using forged documents provided by the local OGW network. Notably, a Pakistani terrorist named Khargosh is believed to have escaped from Rajasthan using fraudulent identification.

Ongoing Investigations and Future Implications

Law enforcement officials have conducted searches across 19 locations in J&K, Rajasthan, and Haryana, resulting in the detention or arrest of six OGWs in Haryana, four in Rajasthan, and over a dozen in J&K. The multi-state module highlights the intent to create an organized LeT network beyond J&K, and authorities are actively pursuing further leads. Financial investigations may reveal additional arrests in the future, with the National Investigation Agency (NIA) likely to take control of the case.
