Introduction
NEW DELHI: The Bharatiya Janata Party (BJP) is riding high on momentum in Bihar as it prepares to welcome its first Chief Minister from the saffron party, Samrat Choudhary. His recent election as the leader of the NDA legislative party paves the way for a significant shift in Bihar’s political landscape.
Samrat Choudhary: A New Era Begins
Choudhary is set to take oath on April 15, succeeding Nitish Kumar, who resigned earlier in the day. This transition marks a pivotal moment for the BJP as it balances alliance management while asserting its dominance. The event echoes a similar scenario in Maharashtra when Devendra Fadnavis was reinstated as the state’s Chief Minister.
The ‘Big Brother’ Act in Bihar
Historically, the BJP played a subservient role in Bihar politics, relying on Nitish Kumar’s credibility and caste-based coalition strategies. In the 2005 and 2010 elections, Nitish led the charge with the JD(U) consistently outperforming the BJP in terms of seat count.
The Turning Point: 2014
The dynamics shifted in 2014 when Nitish opted out of the NDA, largely due to Narendra Modi’s prime ministerial candidacy, a move that backfired. The JD(U) faced a devastating defeat, securing only 2 Lok Sabha seats, prompting Nitish to resign from the Chief Minister role while taking moral responsibility.
The 2015 and 2017 Elections
During the 2015 assembly elections, the BJP captured 25% of the vote share and 53 seats but missed forming the government due to a strong social coalition from the Mahagathbandhan (RJD – 80; JD(U) – 71). However, when Nitish rejoined the NDA in 2017, the BJP had transformed into a more substantial player, winning 74 seats compared to JD(U)’s 43 in the 2020 elections.
BJP’s Ascendance: The Road to 2025
By the time the 2025 assembly elections rolled around, the BJP had completely changed the narrative. Although Nitish Kumar was still the Chief Minister, the BJP won 89 seats against JD(U)’s 85. In this power dynamic, the BJP took key portfolios, including Home, ultimately leading to Samrat Choudhary being named as the first BJP CM of Bihar.
Lessons from Maharashtra: A Similar Playbook
Before making waves in Bihar, the BJP executed a comparable strategy in Maharashtra. Here, the alliance was restructured from within, transforming partners into dependents without fracturing the coalition.
The Rise of Devendra Fadnavis
Once Eknath Shinde stepped into the Chief Minister role following a split involving Shiv Sena and NCP, Fadnavis had to temporarily step back. However, in the 2024 assembly elections, the BJP emerged as the dominant force, clinching 132 out of 288 seats. This newfound strength allowed Fadnavis to reclaim the CM position, relegating Shinde to deputy CM.
Centralizing Power in Maharashtra
Upon returning to leadership, the BJP aimed at consolidating control. Key portfolios such as home, finance, and law remained tightly controlled by the Chief Minister’s office, significantly reducing the operational space for Shinde and Ajit Pawar, who served as deputy CM. While the coalition endured, its internal equilibrium shifted dramatically.
Electoral Success and Strengthened Position
The BJP’s electoral prowess was cemented during the January 2026 municipal elections, where it performed exceptionally well across urban centers, including Mumbai.
Conclusion: The Path to Dominance
In both Bihar and Maharashtra, the BJP has demonstrated a masterclass in alliance management, showcasing that while alliances can be a means for cooperation, they can also serve as a platform for the party’s ascendancy. By expanding its voter base and constricting opportunities for its partners, the BJP has not just positioned itself for power but also redefined the narrative of coalition politics in India.
