Introduction to Tribunal Hearings
Kolkata is preparing for the commencement of hearings by 19 appellate tribunals, focusing on the inclusion and exclusion of electors. This significant event is scheduled to start at the Dr. Syama Prasad Mookerjee National Institute of Water and Sanitation from Monday. The preparation comes just four days after the electoral roll for the second-phase Bengal assembly polls was officially frozen on Thursday.
Background: Supreme Court Mandate
These tribunals were established and notified by the Election Commission on March 20, following a directive from the Supreme Court. So far, only four appeals have been resolved out of a staggering 60 lakh cases currently being adjudicated. Notably, over 27 lakh names have already been excluded from the supplementary lists, leading many affected individuals to seek relief through the tribunal system.
Review of Arrangements by Officials
On Sunday, a team of retired judges, along with Chief Secretary Dushyant Nariala and Calcutta High Court Chief Justice Sujoy Paul, conducted a site visit to the institute to review preparations. The authorities have installed 119 computers to facilitate the hearings, and approximately 200 micro-observers will monitor the proceedings to ensure transparency and efficiency.
Staffing and Training for Hearings
Each tribunal will be supported by 4-5 trained staff members, who underwent training on procedural requirements and document scrutiny last Friday. This training is essential to ensure that the appeals are handled with the utmost care and accuracy.
Public Engagement and Grievance Resolution
The campus of the Joka Institute has seen a significant influx of individuals gathering to present their grievances. These hearings represent an important opportunity for citizens affected by the electoral roll changes to voice their concerns and seek justice.
