A New Wage Floor for Emirati Workers
The Ministry of Human Resources and Emiratisation has officially announced that effective January 1, 2026, the minimum salary for Emirati citizens employed in the private sector will rise to Dh6,000. This initiative aims to enhance Emiratisation outcomes and promote job stability for nationals in non-public sector roles.

The updated minimum wage requirement will impact all private sector services related to the issuance, renewal, or modification of Emirati work permits.
Implementation of the New Wage Requirement
From January 1, 2026, applications for Emirati work permits that report salaries below Dh6,000 will not be accepted. Employers will also face restrictions when submitting any paperwork related to the issuance, renewal, or amendment of citizen work permits if salaries do not meet the new minimum.
The MoHRE will automate notifications through its service channels and the MoHRE smart application to keep employers informed about this new requirement. Employers must adjust salaries to comply before proceeding with applications.
Deadlines and Enforcement Measures
The ministry has set a deadline of June 30, 2026, for employers to adjust salaries that fall below the new minimum. If updates are not made by this date, enforcement measures will commence on July 1, 2026. These measures include excluding affected employees from Emiratisation quota calculations and placing restrictions on establishments that fail to comply, thereby blocking new work permits until compliance is achieved.
Scope of the Wage Increase
The MoHRE has stipulated that the Dh6,000 minimum wage applies exclusively to Emirati work permits with a two-year validity, applicable from January 1, 2026, for all new, renewed, or amended permits. Previously, the minimum salary for Emiratis hired from January 1, 2025, was set at Dh5,000, which needed to be adjusted by February 2025. Failure to meet that requirement would affect the Emiratisation targets and could restrict issuance of new work permits to the establishments in question.
